Stearns County has been actively reviewing the drainage system to react to complaints of flooding. The goal has been to understand the issues and condition of the ditch and then determine an appropriate action plan. This page is meant to be a resource for property owners to understand past, present, and future projects that may incur costs for the ditch system.
Any costs incurred by the drainage system are paid by property owners in the system through special assessments.
At the November 17 Board of Commissioners meeting, a project will be discussed regarding spending an estimated $25,000 to $30,000 that the property owners on the CD28 system will be responsible for paying for.

The following project is being considered for approval at a future Stearns County Board of Commissioners meeting.
At an estimated cost of $25,000 to $30,000, a Engineer’s Repair Report has been recommended by the engineering experts hired by Stearns County to evaluate the system. The Repair Report would detail the necessary repairs to CD28, the estimated cost of repairs, and detailed plans and specifications necessary to prepare and award a contract for repairs.
If the Repair Report is approved by the five County Commissioners acting as the Drainage Authority for CD28, an engineer will be hired to complete the Repair Report.
It is important to note that approval of the Repair Report could lead to a Ditch Redetermination Project and a Repair to CD28. Click the link below for more information about the cost and details of those projects.

The Estimated Cost per Acre document linked below, represents a crude estimation of how costs might look for property owners in a redeterminated drainage system. It should be noted that these values represent an equal distribution of dollars across properties and we know that is not how Ditch Viewers would calculate property owners share of the project. The spreadsheet is for planning purposes only and individual property bills WILL change if a Ditch Redetermination project is ordered by the Stearns County Commissioners.

At the County Board of Commissioners meeting held November 17, 2020, staff presented a summary report of all the feedback received as of Oct. 23, 2020 regarding potential projects on CD28. The Commissioners, acting as the drainage authority for CD28 passed a unanimous motion to accept the public feedback report and based on property owner feedback, engineers inspection report, and estimated costs, directs staff to monitor and inspect the impact of the removal of the fish trap in 2021 and present an updated inspection report to the drainage authority. The motion also approved tax assessment for 2021 in the amount of $20,067.94 to pay for projects performed in 2020.

November 17, 2020 Board of Commissioners Update
On Nov. 17, 2020, staff will be presenting the feedback received by letter, phone, and surveys regarding the potential for projects on the CD28 drainage system. The meeting will be virtual and people cannot attend in person unless there is a change in county policy before the meeting. The public is invited to watch online. Engineer’s Re-establishment of Records
Based on the recent engineer report performed on CD28 from lake outlet to ditch end at the Co Rd 17 culverts, mapping was developed to help demonstrate where water is predicted to go based on certain scenarios. The engineering vendor hired by Stearns County takes all the data available and uses a computer model to produce the findings. Using the GIS interactive map found at the link below, you can turn on and off different map layers and scenarios to zoom in and see the computer modeled results. The disclaimer on this data is that it is a predictive model and not based on actual events.
